(1) For determining the length of a vessel, the distance is measured in a straight line from the foremost part of the vessel to the aftermost part of the vessel, parallel to the center line, exclusive of sheer. (2) Bowsprits, bumpkins, rudders, outboard motors and brackets and similar fittings or attachments are not to be included in the measurement.
