ARM 42.19.1212. COMMENCEMENT OF OPERATIONS

(1) The date of commencement of operations is the date when the new industry endeavor begins to function for its designed purpose as an organized production unit. Production at a limited level or scale constitutes production. (2) Initial test batch runs for machinery adjustment purposes are considered part of the initial cost of installing the machinery in the production process and does not constitute production.
