(1) Applicants who are successful in drawing a moose, sheep, or goat license must finalize their purchase on or before August 1 of the current license year, except licenses that have an unlimited quota. (2) On or before August 1 of the current license year, applicants who are successful in drawing a moose, sheep, or goat license may request to have their successful application voided. A voided application under this rule does not subject a hunter to the seven-year wait requirement when the applicant is: (a) a member of the armed forces and is either deployed outside the continental United States in support of a contingency operation as provided in 10 U.S.C. 101(a)(13) or deployed in response to a state or national emergency; or (b) affected by a catastrophic or major natural disaster or man-made event that requires the applicant's assistance as a member of a local, state, or federal management agency. (3) Moose, sheep, and goat licenses that are not finalized before August 1, and applications which are voided under these circumstances, may be reissued to unsuccessful applicants for the original drawing.
