10.125.103 UNCONDITIONAL CONVEYANCE (1) It is preferred that all acquisitions are conveyed, sold, granted or devised unconditionally to the commission. The commission may, nonetheless, in its discretion, decide to make an acquisition which has reasonable conditions.
