(1) The board shall elect a presiding officer and a vice-presiding officer for terms of one year each at its first meeting after October 1 of each year. (2) Members shall vote on all motions in the order prescribed in Robert's Rules of Order. (3) All votes must be personally cast, whether in person, by a teleconference medium, or by mail ballot if the presiding officer has, by unanimous consent, adopted a mail ballot procedure for all board members. No voting by proxy may be counted.
