90-2-1105 . Adoption of rules. The department may adopt rules to: (1) prescribe the form and content of applications for grants; (2) describe the terms and conditions of making grants; (3) prescribe a monitoring program to evaluate the effectiveness of funded projects; and (4) develop any other procedures necessary to accomplish the objectives of the reclamation and development grants program.
