RE: Interpretation
I have your letter of February 11th relative to the appropriation made for the State Training
School insurance premiums by the 1941 Legislature. I did say that the intent of the
Legislature should be determined in interpreting any statute. However, where the clear
wording of the statute does not permit of more than one interpretation, that interpretation
must be accepted even though the Legislature intended something else. Legislative intent
only becomes important when the statute is capable of being interpreted in more than one
way.
Since the Legislature is now in session, I would suggest that you have that matter brought
to their attention, and have them enact a law which will clearly express their intention.
