RE: Club Work
Re: Chapter 2, S.L.1949
Yours re payment of appropriation made by Chapter 2 S.L. 1949 for
boys' and girls' club work for Sioux County, addressed to the
attorney general, has come to my desk for reply.
It appears that Irvin D. Morrison, County Agent for Grant County,
serves as part time county agent for Sioux County. He has made
application for payment of the $200.00 appropriation for Sioux County
for payment of premiums for boys and girls club work in Sioux County.
It further appears that Sioux County is to participate with Grant
County in an Achievement Day to be held at Carson.
You ask whether or not payment for Sioux County club work may be made
under these conditions.
It is our opinion that the Legislature intended a $200.00 payment to
each county for club work, and that two or more counties may join in
the so-called "Achievement Day." But, of course, the money granted
to each county could be used only for premiums to club members of
such county. Here, the money granted to Sioux County could be used
only for payment of premiums to Sioux County club members. Any sum
not used for such purpose should be returned to the State, since each
county gets only $200.00 or such part thereof as may be necessary for
payment of premiums in that county.
