Publishing of the Company Abstract of Statement Amending and
Supplementing Bulletin 2024-1
During the 69th Legislative Assembly, the North Dakota Legislature enacted House Bill
1398, which modified the publishing requirements of the Company Abstract of Statement
(“Abstract”). This bulletin serves to guide insurance companies on these new publishing
requirements as outlined in House Bill 1398. This bulletin applies to all insurance
companies that are required to complete a Company Abstract of Statement in accordance
with N.D.C.C. § 26.1-03-10.
Under N.D.C.C. § 26.1-03-10 as amended by House Bill 1398, an insurance company shall
submit an abstract of the annual statement on the form prescribed by the commissioner.
This abstract must be published at least three times in a newspaper of general circulation
and evenly distributed for publication across all newspapers operating in each of the
state’s eight judicial districts. Proof of publication must be filed with the commissioner
within four months after the filing of the annual statement.
The modifications made under House Bill 1398 during the 69th Legislative Assembly
require all insurance companies to publish their Abstract in all eight judicial districts.
Beginning with the 2024 Annual Statement the North Dakota Insurance & Securities
Department no longer transmits the Abstract to the North Dakota Newspaper Association
(“NDNA”). Each insurance company is responsible for submitting its abstract directly to
the NDNA to ensure timely and proper publication. In addition to submitting the Company
Abstract of Statement through the Insurance & Securities Commissioner’s portal, insurers
must submit the Abstract to the NDNA using the following website:

When the Abstract is submitted through the web address above, the company, Column,
working on behalf of the NDNA, will place the Abstract within a qualifying newspaper in
each judicial district. Companies with questions about uploading abstracts through the
portal or issues with the website may contact: jesse@column.us.
After completing the filing with the NDNA, proof of publication must be filed with the
Commissioner by attaching the submission to a message sent to the following email
address: colicexam@nd.gov.
State or county mutual insurance companies shall continue to follow the provisions of
N.D.C.C. § 26.1-03-10 specifically applicable to their company types.
This Bulletin is in effect until rescinded by the North Dakota Insurance & Securities
