SUBJECT: Computer Diskettes for NAIC Annual Statement

The National Association of Insurance Commissioners (NAIC) is currently computerizing the financial information it receives from insurance companies required to file their Annual Statements. As you are aware, N.D.C.C. § 26.1-03-11.1 does require North Dakota domestic insurance companies to file their Annual Statements with the NAIC. That statute also allows the Insurance Commissioner to exempt certain insurance companies from this filing requirement. We did exempt, by Bulletin 88-5, those stock insurance companies, mutual insurance companies, and nonprofit health service corporations with an annual premium of less than $25,000.00 and all county mutual insurance companies, benevolent societies, and health maintenance organizations from this annual filing requirement with the NAIC.
We are now directing that all companies not exempted and therefore required under N.D.C.C. § 26.1-03-11.1 to file their Annual Statements with the NAIC to file those statements both in hard copy (i.e., the yellow or blue book) and on computer diskettes. The diskette must be prepared in accordance with the NAIC Directive to Companies, Coding Conventions, Field Names and Definitions, Data Elements, and Reporting Requirements for Annual Statement Submission on Diskettes. Several commercial software vendors offer personal computer-based software packages to facilitate your compliance with this filing requirement. Sets of the Directive and the detailed specifications are required only by those insurers intent upon developing their own computer software. These insurers, and any others wishing to acquire the Directive and specifications, may obtain a subscription to the Diskette Directive and Specifications from the NAIC Publications Department for a nominal annual fee.
Insurers subject to this filing requirement are required to submit diskettes to the NAIC Support Services Office, 120 West Twelfth Street, Kansas City, MO 64105.
