When it shall have been determined by the board that any candidate has successfully passed the
examination and made satisfactory demonstration of the clinical art, and has no other barriers to
licensure under North Dakota Century Code section 43-06-15 or chapter 17-03, there shall be issued to
such candidate a license to practice chiropractic, which must be signed by all members of the board.
