Purpose of seed certification

The purpose of seed certification is to maintain and make available to the public high quality seed
of crop varieties so produced, handled, and distributed as to ensure proper identity and genetic purity.
This rule is exhortatory and does not create a cause of action on account of any failure by the
department to correctly identify or certify seed variety or selection.
