No person, in any advertisement, shall refer to the fact that the person or the person's facility is
registered with the department pursuant to the provisions of subsection 1 of section 33.1-10-02-03 or
subsection 2 of section 33.1-10-02-04 and no person shall state or imply that any activity under such
registration has been approved by the department.
