Defective conditions disclosed at time of external inspections

If upon an external inspection there is evidence of a leak or crack, enough of the covering of the
boiler must be removed to satisfy the inspector, in order that the inspector may determine the safety of
the boiler. If the covering cannot be removed at that time, the inspector may order the operation of the
boiler stopped until the covering can be removed and proper examination can be made.
