Response to comments

Upon issuance of any final permit, the department shall issue a response to comments which
briefly describes and responds to all significant comments received during the public comment period,
public hearing, or public meeting. The response shall specify each provision of the draft permit which
has been changed and the reasons for each change and shall be available to the public.
