Purpose

It is the purpose of this article to provide performance criteria and standards for the management of
solid waste in a manner that will control nuisance and litter, protect the public health, safety, and
welfare, and prevent or minimize injury of environmental resources from exposure to solid waste or
constituents of solid waste.
