Response to comments

1. At the time that a final permit is issued under section 33.1-24-07-11, the department shall issue a response to comments. This response must: a. Specify which provisions, if any, of the draft permits have been changed in the final permit decision, and the reasons for the change; and b. Briefly describe and respond to all significant comments on the draft permit raised during the public comment period or during any hearing. 2. The response to comments must be available to the public.
