Review for completeness

The department will determine whether the application is complete. The department will notify the
applicant in writing, within thirty days after the application is submitted, whether the application is
complete or whether there are specific deficiencies that must be corrected in order to complete the
application. If the application is substantially deficient, it will be rejected. The department will notify the
applicant when the application is considered complete.
