Report of examiner

Upon the conclusion of a hearing before an examiner, the examiner promptly shall consider the
proceedings in the hearing, and based upon the record of the hearing, the examiner shall prepare a
report and recommendations for the disposition of the matter or proceeding by the commission. The
report and recommendations must be accompanied by a proposed order or be in the form of a
proposed order, and be submitted to the commission.
