Applicability and scope

This chapter applies to all health maintenance organizations that are required to obtain a certificate
of authority in this state. In the event of conflict between the provisions of this chapter and the
provisions of any other chapter issued by the commissioner, the provisions of this chapter shall be
controlling as to health maintenance organizations.
