43-17.5-13. Binding effect of compact 1. This compact does not prevent the enforcement of any other law of a participating state that is not inconsistent with this compact. 2. A law in a participating state in conflict with this compact is superseded to the extent of the conflict. 3. All agreements between the commission and the participating states are binding in accordance with the terms of the agreement.
