54-03-15. Discharge of officers and employees Whenever any officer or employee of the legislative assembly, through neglect or incompetency, fails to discharge the duties of the person's office or position properly, the body of the legislative assembly in which the person is employed shall declare the office or position vacant and fill the vacancy so created.
