25-01.1-04. Books and accounts kept by supervising department The supervising department shall keep at its office a proper and complete system of books and accounts with each institution under its control which must show every expenditure authorized and made thereat. The book must exhibit an account of each extraordinary or special appropriation made by the legislative assembly, with each item of expenditure thereof.
