25-01.1-14.1. Heads of institutions - Duty to appoint surrogate parents The heads of each of the state institutions shall establish as required by the state superintendent a procedure for determining whether a patient under the age of twenty-one years needs a surrogate parent and for assigning such a surrogate parent for the purpose of special education and related services.
