Department of health and human services shall administer compact The department of health and human services may negotiate and enter contracts on behalf of the state pursuant to article III of the compact and may perform such contracts; provided that no funds, personnel, facilities, equipment, supplies, or materials shall be pledged, committed, or used on account of any such contract unless legally available therefor.
