001. SCOPE AND AUTHORITY. The purpose of these regulations is to establish a framework for petitioning for rulemaking consistent with the Administrative Procedure Act. These rules are adopted from the model rules of the Attorney General pursuant to Nebraska Revised Statute (Neb. Rev. Stat.) § 84-909.01 and apply to petitioning for rule making before the Nebraska Department of Health and Human Services.
