GOLDMAN, COMMISSIONER RE: AUTOMOBILE INSURANCE PREMIUM SURVEY All insurers authorized or admitted to transact private passenger automobile insurance in this State are required to prepare and file on or before September 15 of each year with the Department of Banking and Insurance (“Department”) an annual premium survey reflecting premiums charged for specific automobile insurance coverages. Private passenger automobile insurers are currently in the process of filing new territorial rating plans in accordance with new rules and amendments codified at N.J.A.C. 11:3-16A, which became effective February 4, 2008. Insofar as new territorial plans that will be implemented during the next 12 months will affect an insurer’s private passenger automobile insurance rates, requiring the preparation of an annual premium survey at this time would not reflect rates that will be imposed under newly implemented territorial rating plans.
