FRANCHINI, SUPERINTENDENT OF INSURANCE DATE: MARCH 25, 2015 RE: NMHIX ASSESSMENT ESTIMATES USED IN CARRIER ACTUARIAL SUBMISSIONS This Bulletin is issued pursuant to Section 59A-2-8 NMSA 1978 of the New Mexico Insurance Code, 13.1.2 et seq. NMAC. ISSUED at Santa Fe, New Mexico on March 25, 2015. New Mexico Health Insurance Exchange (NMHIX) has agreed to issue estimates for yearly assessments, beginning April, 2015. New Mexico Office of Superintendent of Insurance (NM OSI) has agreed to accept the estimates as part of the actuarial justification support for new rates. Each year, the carrier will need to indicate the amount paid against actual invoices for assessments, and include that paid amount in the actuarial justification support for the following year. Since NMHIX plans to assess the carriers for part of 2015, carriers may include the estimate for both 2015 and 2016 as part of their justification for their 2016 rates.
