MEXICO HEALTH INSURANCE EXCHANGE IN PLAN YEAR 2022
RE:
CROSSWALK FOR 2022 PLAN YEAR
When an issuer intends to discontinue plans currently offered on the Health Insurance
Exchange, they must map individuals to a comparable plan to ensure that they do not lose coverage
the following year. Several issuers have eliminated all offerings within certain metal tiers for Plan
Year 2022 (“PY2022”). This Bulletin directs issuers to crosswalk members of discontinued onexchange plans as follows:
• QHPs Discontinuing Catastrophic plans who intend to offer Bronze, Silver and Gold
Plans in PY2022
Catastrophic to Lowest Cost Bronze
• QHPs Discontinuing Catastrophic plans who intend to offer only Silver and Gold
Plans in PY2022
Catastrophic to Lowest Cost Gold
• QHPs Discontinuing Standard Bronze plans who intend to offer Expanded Bronze,
Silver and Gold Plans in PY2022
Catastrophic to Lowest Cost Expanded Bronze
• QHPs Discontinuing Standard Bronze who intend to offer only Silver and Gold Plans
in PY2022
Bronze to Lowest Cost Gold
• QHPs Discontinuing non-HSA-Eligible HDHP who intend to offer an HSA-eligible
plan in another metal level
Map the member to the lowest-premium HSA-eligible plan available

In rate guidance for PY2022, the Office of Superintendent of Insurance (“OSI”)
encouraged health insurance issuers to map non-CSR Silver and CSR 73 members into Gold plans.
However, the New Mexico Health Insurance Exchange has informed OSI that this will not be
operationally feasible for PY2022. In future years, OSI expects that the Exchange will be able to
handle more sophisticated forms of plan mapping for auto-renewals. For this year, we ask that
plans disregard OSI’s previous guidance concerning mapping non-CSR Silver and CSR 73
members into Gold plans.
As noted, this guidance only applies to on-exchange members. A subject insurer shall not
crosswalk off-exchange members in discontinued plans. The OSI expects to provide additional
guidance for communicating with off-exchange members about the discontinuation of their plans,
and the opportunity to potentially purchase more favorable coverage, at a lower cost on the
Exchange for PY2022. For questions about this guidance, please contact Colin Baillio at
