Box 1689 Santa Fe, NM 87504-1689 1120 Paseo de Peralta, Room 428 Santa Fe, NM 87501 # Insurance Bulletin 2014-08 # May 15, 2014 To: All Licensed Surplus Line Brokers, Business Entities and Individuals Re: Surplus Lines Premium Tax filings THE FOLLOWING BULLETIN is issued pursuant to Article 14 of the New Mexico Insurance Code and 13 NMAC 19.2 The New Mexico Office of Superintendent of Insurance (OSI) has implemented OPTins (Online Premium Tax for Insurance) for Surplus Lines Premium Tax filings. OPTins, a product of the National Association of Insurance Commissioners (NAIC), has been developed to facilitate Premium Tax and Surplus Lines Tax submission of forms and payments. This is the required method of filing tax returns for all filings for the third quarter of 2014 (July 1, 2014) and going forward. The procedure in 13 NMAC 19.2 is meant to be an electronic procedure. The OPTins filing system supersedes that procedure and must be used. The Department will continue to accept non-OPTins filings and checks through the second quarter of 2014. The use of OPTins shall be required beginning with third quarter filings, starting July 1, 2014. The steps to submit your tax filing are simple and require no formal training. Easy to follow instructions are available at: http://www.optins.org. Once registered and set up, you will be able to log in, upload your filing forms and submit your payment online. Please note, registration can take up to two weeks, therefore please do not delay the implementation process. Non OPTins filings shall not be accepted for the third quarter of 2014 forward. Using OPTins allows you to save time and ensure that both the forms and payment are received together and on time.
