Section 43. Standard Of Review

The reviewing court shall set aside the final order only if it is found to be: A. arbitrary, capricious, or an abuse of discretion; B. not supported by substantial evidence in the record; C. beyond the authority of the authority; or D. otherwise not in accordance with law.
