N.M. Stat. § 58-22-12
Issuance of license.
Upon receiving and filing the application and bond coverage specified in the Escrow
Company Act and upon a showing by the applicant of compliance with all requirements
of the Escrow Company Act and any rules and regulations promulgated under that act,
the director shall grant and issue a license.
