N.M. Stat. § 66-12-5.3
Prohibited acts.
A. It is unlawful for any person to take, receive or transfer a vessel without the
consent of the owner.
B. It is unlawful for any person to damage, tamper with, alter or change hull
identification numbers or serial numbers.
