N.M. Stat. § 19-13-25
Regulations.
Pursuant to the Geothermal Resources Act, the commissioner shall adopt such
reasonable regulations as he may determine are necessary to carry out the provisions
of the Geothermal Resources Act. The regulations shall be posted in a conspicuous
place in the state land office for a period of at least ten consecutive days.
