N.M. Stat. § 72-17-55
Limitations upon incurring any debt.
Nothing in this act [Chapter 72, Article 17 NMSA 1978] contained shall be construed
as creating or authorizing the creation of an indebtedness on the part of any
municipality or other public body included in the authority or elsewhere located.
