N.M. Stat. § 73-19-4
[Powers of directors.]
That said board of directors shall have the power and it shall be its duty to cooperate
with the representatives of the Texas counties, or any agencies created by the state of
Texas or by said counties, interested in an effort to secure funds from the United States
government, its officers, bureaus and agencies, for water conservation purposes in the
counties of Quay, Roosevelt and Curry, in New Mexico, and to enter into all proper and
necessary negotiations and agreements with the officers and employees of the federal
government for the location of federal water conservancy projects in the three counties
mentioned.
