N.M. Stat. § 21-10-8
Organizational structure and operating policies.
The organizational structure, operating policies and program directors of the
institutes shall be established by the presidents of New Mexico state university and the
university of New Mexico, who shall jointly designate and coordinate program
responsibility areas for each institute.
