Legislative findings.
The legislature finds that the administration of the legislative branch of state
government is becoming increasingly complex. This complexity and the ever-increasing
demands on legislative officials necessitate maintaining during the interim the offices of
chief clerk of the house of representatives and chief clerk of the senate with necessary
support staff.
