Any such requests must be made in writing to the Division. Upon receipt of the request, it is logged in and answered according to the order it was received. Any opinion of the Division will be indicated as such on the response to the requesting party and will have been approved by the Commissioner before it is sent. Prior opinions of the Division are public information; copies can be requested by describing the topic or statute about which information is needed. No oral or telephonic responses to requests for opinions will be accepted by the Division. Any such opinions rendered by a staff member of the Division will have no precedence for any later written and approved opinions and cannot be relied upon as a decision or opinion of the Division.
