Prerequisites for scheduling public hearing on application for permit.

The Division shall schedule a public hearing on an application for a permit if: 1. A person who is directly affected by the application for a permit requests the hearing and the Division determines that the request is reasonable and there is a significant degree of public interest in the matter; or 2. The Division deems it necessary.
