Determination of whether estimate of cost for reclamation is sufficient.

1. The Division shall review the operator’s estimate of the cost for reclamation and determine if the estimate is reasonably sufficient to conduct all required reclamation. 2. If the Division determines that the estimated cost of executing the plan for reclamation is insufficient to conduct all required reclamation, the application for a permit shall be considered to be incomplete.
