Consolidation of proceedings.

1. The Commissioner may consolidate two or more proceedings into one hearing whenever it appears that the issues are substantially the same and the interests of the parties will not be prejudiced by consolidation. 2. The Commissioner will determine the order of procedure in a consolidated hearing.
