“Designated safety officer” means any person who: 1. Is capable of identifying: (a) The existing and predictable hazards in the areas surrounding a construction project; or (b) Those working conditions at a construction project that are unsanitary, hazardous or dangerous to employees; and 2. Has the authority to take prompt corrective measures to eliminate those hazards.
