1. Each pleading must be designated as an application, petition, notice of charges, answer or motion. 2. All pleadings, except motions and notices of charges brought by the Board on its own motion, must be verified. 3. The Board may allow any pleading to be amended or corrected or any omission therein to be supplied. 4. Pleadings will be liberally construed, and defects which do not affect substantial rights of the parties will be disregarded. 5. If, within a notice of charges, a member of the Boardโ€™s staff groups similar violations into one cause of action, that grouping is for administrative convenience only and does not affect the authority of the Board to take disciplinary action for each separate violation.
