Captions, amendments and construction of pleadings.

1. Pleadings before the Board must be called applications, petitions, accusations or answers. 2. The Board may, when substantial rights of the parties are not violated, allow any pleading to be amended or corrected. 3. All pleadings will be liberally construed with a view to effect justice between the parties, and the Board or presiding officer will, at every stage of any proceeding, disregard errors or defects in the pleadings or proceedings which do not affect the substantial rights of the parties.
