This chapter will be: 1. Liberally construed to secure just, speedy and economical determinations of all issues presented to the Board and to effectuate the purposes of chapters 233B , 622A and 637 of NRS and all other applicable provisions of law. 2. Construed as being in harmony with the provisions of chapter 637 of NRS.
