1. A party in a proceeding before the Board must be called applicant, petitioner, complainant or respondent, according to the nature of the proceeding and the relationship of the party thereto. 2. An “applicant” is a person who is applying or petitioning for any privilege, license or authority from the Board. 3. A “petitioner” is a person, other than a complainant, who is petitioning the Board for affirmative relief. 4. A “complainant” is a person who is complaining to the Board of any act or of any person. 5. A “respondent” is a person against whom any complaint is filed or investigation is initiated.
