Exceptions for special circumstances.

In unusual circumstances, if adherence to NAC 704A.020 to 704A.310 , inclusive, becomes impractical or impossible for either person, then the utility or the applicant, before commencement of construction or installation, may refer the matter to the Commission for a special ruling or for the approval of special conditions that have been mutually agreed upon.
