Scope and construction of provisions; deviation from provisions.

1. The provisions of NAC 354.880 to 354.942 , inclusive: (a) Govern the practice and procedure for proceedings before the Committee to carry out the provisions of NRS 354.655 to 354.725 , inclusive. (b) Must be liberally construed to secure the just, speedy and economical determination of all issues presented to the Committee to carry out the provisions of NRS 354.655 to 354.725 , inclusive. 2. In special cases, where good cause appears, not contrary to statute, deviation from the provisions of NAC 354.880 to 354.942 , inclusive, if stipulated to by all parties of record, will be permitted.
