“Preliminary damage assessment” defined.

“Preliminary damage assessment” means: 1. A determination of the extent of damage caused by a natural, technological or human-caused emergency or disaster; and 2. An estimation of the amount of financial assistance and payments for the deployment of physical resources needed to repair the damages.
